Jeffrey Harlan was elected in November 2020 to the Costa Mesa City Council as the first representative of District 6. Jeff and his family have lived in Eastside Costa Mesa for 15 years. In February 2017, Jeff was appointed unanimously by the City Council to the Costa Mesa Planning Commission, where he has served as the Vice Chair for the past two years. Jeff has been actively involved in the Costa Mesa community, serving for eight years as a Board member of the Costa Mesa Community Foundation, as a member of the City of Costa Mesa Santa Ana River Trail Blue Ribbon Task Force, and as a weekly columnist for the Daily Pilot in 2012-13. He also coached his daughters' AYSO soccer teams.
For more than 25 years, Jeff has dedicated a career to working with and within government to improve communities through smart planning, design, and public policy. A land use attorney in private practice, Jeff graduated from the University of Pennsylvania, where he studied architecture and urban planning, and from Vermont Law School, where he focused on environmental law. Previously, Jeff spent a dozen years as an urban planner and environmental consultant, working for firms throughout Southern California, and served six years in local and state governments as a planning director for a state land conservancy and as a deputy to a Los Angeles City Councilmember. He began his career in public service in the Los Angeles City Attorney’s Office, Environmental Protection Section.
