In 2007, the City formed a task force to take a closer look at sustainable building. The Costa Mesa "Green Team" was established to evaluate the feasibility of integrating sustainable building techniques in new publicly and privately developed projects as well as major retrofits. Task force members are comprised of various City staff members as well as representatives of the community met to formulate a policy, which was implemented from September 5, 2007 to June 30, 2008.

On September 16, 2008, City Council again voted for a Green Building Program effective September 17, 2008 through June 30, 2009.
