Steve Ely is the Information Technology Director of City of Costa Mesa. He has thirty-two years of experience managing Municipal technology teams, vendors, solutions, and IT infrastructure to effectively support end users and business needs. Steve specializes in leading major technical replacement and enhancement projects while ensuring completion on time and within budget. He uses his positive attitude and tireless energy to encourage others to work hard and succeed. Steve earned a Bachelor of Science degree in Computer Science from the University of Phoenix. He is a Veteran of the United States Air Force. His daily inspiration is his wife and their two sons. In his free time, Steve likes to surf, read, and walk and play with his dog.

The Information Technology Department (I.T.) is responsible for network administration; software development and installation; maintenance of hardware and software, including upgrade and replacement; database management; and the support and oversight of all the technology-related products and services for all departments within the City of Costa Mesa. Its daily activities include, but are not limited to, maintenance of all computer systems; insuring security is up-to-date and functioning properly; maintenance of a help desk to troubleshoot computer-related problems; and ensuring that employees are connected and the City websites are working properly and safely.

Currently headed by Steve Ely, the I.T. Director, the department has three divisions:

I.T. Administration
Systems and Programming
Computer Operations and Networking

The I.T. Administration coordinates and supervises the Department's activities; manages IT resources for the City; and advises the City Council and C.E.O. on computer-related technological issues.

Systems and Programming supports and enhances applications for Public Safety and City services. It also coordinates systems implementations, maintenance, and processing solutions for ad hoc data processing requests and internet/intranet environments.

Computer Operations and Networking operates and monitors network and computer equipment in support of Public Safety and City services in a 7x 24 environment.

Michael Steinke is the City’s very first Information Technology Manager, overseeing the department’s programming and network divisions.

He previously worked in IT for the City of Wheat Ridge, CO. Prior to that he worked in the City of Tustin and he has 19 years of leadership and IT experience in local government.

Steinke was born in Saigon, Vietnam, lived in Indonesia, Singapore, Iran and Greece and ultimately moved to Irvine and graduated from Irvine High School.

He then attended San Diego State University for his bachelor's degree in Speech Communication. He holds an MBA from the University of Phoenix.
