Finance
As the Finance Director and City Treasurer, Carol Molina is responsible for administration of the City’s finances and providing the overall direction and coordination of the Finance Department. In her capacity, she is responsible for the development and implementation of municipal financial policies in accordance with state and federal laws as well as serving as Chief Financial Officer to the City Manager and City Council. Finance Director Carol Molina oversees development and production of two critical City documents each fiscal year: the Adopted Budget and Annual Comprehensive Financial Report. The primary functions of the Finance Department include the following:
- Prepare and administer the City’s annual budget for the City Manager
- Provide financial advice to the City Manager and City Council
- Maintain a general accounting system
- Collect all taxes and revenues of the City
- Invest cash reserves
- Prepare financial reports and Annual Comprehensive Financial Report
- Administer payroll
- Procure equipment and supplies and control inventories of the City
The Finance Department is comprised of two divisions: Administration and Financial Operations.
Finance Administration
The Administration Division provides overall administrative direction and policy implementation of the Department. The Division also advises the City Manager, City Council, Finance and Pension Advisory Committee, and the Deferred Compensation Committee.
Financial Operations
The Financial Operations Division provides budgeting, accounting, purchasing, and treasury services to all city departments, employees, and constituents and is responsible for government-wide financial analysis, fund financial analysis, cash management, procurement, investments, capital assets, debt administration, and financial reporting.
