Any business in Costa Mesa participating in the manufacturing, distribution, and/or sale of cannabis (storefront and/or delivery) must obtain required City Permits, Land-Use Entitlements and a State License from the Department of Cannabis Control (DCC) in order to engage in a cannabis retail (Measure Q) and non-retail business (Measure X) within the City.

The Development Services Department is responsible for administering the rules and regulations adopted by the City Council for licensed commercial cannabis businesses within Costa Mesa.
