All cannabis businesses require a conditional use permit (CUP) and cannabis business permit (CBP) prior to conducting a cannabis business in the City of Costa Mesa. The City continues to accept applications for non-storefront retail and non-retail cannabis uses. The City is not accepting new applications for cannabis storefronts. Be aware that all cannabis applications will only be accepted online and no in-person or email submittal will be accepted. There are several steps in the cannabis business permit application process in order to obtain the required permits:
- Pre-Application*
- CBP
- CUP
- Plan check and inspections
- Issuance of CBP and Business License

*Pre-application review is required for any proposed cannabis use that will involve hazardous materials in a multi-tenant building specifically at 3505, 3590, and 3595 Cadillac Avenue and 3525 Hyland Avenue. A CBP application will not be accepted for these types of cannabis uses until the pre-application review is complete and a determination has been issued by the City.
Pre-application review is also required to determine eligibility for the Cannabis Equity Program.
All other allowed cannabis uses (i.e., distribution, manufacturing, delivery not associated with a retail storefront) do not require a pre-application review.
