The City of Costa Mesa, under Title VI of the Civil Rights Act of 1964 and related statutes, strives to ensure that access to, and use of, all programs, services, or benefits derived from any activity will be administered without regard to race, color, national origin, sex, age, disability, or socioeconomic status.

How to File a Complaint
Any person who believes that he/she, or as a member of a specific class of persons, has been discriminated against by the City of Costa Mesa on the basis or race, color, national origin, sex, age, or disability may file a complaint of discrimination under Title VI related statues. The complaint must be filed within one hundred and eighty (180) days of the date of alleged discrimination. The City's Complaint Form can be obtained at:
