The Costa Mesa Police Department’s policies, procedures, and training, are provided in accordance with Senate Bill 978 Law Enforcement Agencies: Public Records (SB-978). Commencing January 1, 2020, the Commission on Peace Officer Standards and Training and each local law enforcement agency shall conspicuously post on their Internet Web sites all current standards, policies, practices, operating procedures, and education and training materials that would otherwise be available to the public if a request was made pursuant to the California Public Records Act (CPRA) (Chapter 3.5 (commencing with Section 6250) of Division 7 of Title 1).

Access to the department’s policies, procedures, and training will help educate the public about law enforcement policies and procedures and is intended to increase communication and community trust. By having this information readily available, it can save labor and costs associated with fulfilling CPRA requests.

The Costa Mesa Police Department, along with most Orange County law enforcement agencies, uses Lexipol software to continually update their police policies. Lexipol ensures all police department policies are aligned with State and Federal law and their suggested policies are continuously updated as laws change. While most of the policies for the county’s police departments read the same, the Costa Mesa Police Department has the ability to customize policies specific to its agency, and has been done and continues to be done as deemed necessary by the chief of police.
