Design and Development is responsible for:

• Review and approval of engineering submittals including improvement plans, specifications, materials reports, utility work, engineering estimates, ADA accessibility and off-site National Pollutant Discharge Elimination System (NPDES) requirements;
• Prepare plans and specification for the construction and maintenance of City right-of-way improvements;
• Verify the correctness of construction plans, parcel maps and tract maps prepared by private engineers;
• Coordinate with the Development Services Department to assure that private property is developed in the best interest of the City;
• Issue all permits within the public right-of-way;
• Acquire all right-of-way and easements necessary for projects constructed by the various City departments;
• Manage City- owned property, which is leased or rented;
• Coodinate and implement the Santa Ana Regional Water Quality Board directives for compliance with the Water Quality Act.
